Constitution Writing: UML to discuss voting with fringe parties

KATHMANDU, OCT 08 - Reiterating its stance to settle disputed issues of the new constitution through a voting process in the Constituent Assembly, the CPN-UML has decided to expedite talks with like-minded political parties to garner required votes for endorsing the new statue.
A meeting of the party’s office bearers on Tuesday assigned party Chairman KP Sharma Oli and senior leader Madhav Kumar Nepal to take the lead in bringing the smaller parties into confidence.
During the meeting, Oli stressed on the need to go for voting instead of prolonging the constitution writing process in the name of ‘political consensus’.
According to UML leaders, they have an understanding to join hands with its coalition partner, Nepali Congress, and are hopeful on garnering support of other like-minded parties to go through a voting process.
“The Nepali Congress and UML have made a tentative agreement on disputed issues of the new constitution with a view to promulgating the new constitution on time and the upcoming meeting with the other parties shall help garner majority once the voting process begins in the CA for settling the disputed issues ,” said UML Secretary Prithivi Subba Gurung.
According to Gurung, senior leaders from both the parties have agreed to go for seven-province model on the basis of multiple identities, adopt bicameral parliament at the centre and have a three-tier government structure (central, provincial and local) in the new federal set up.
“We are for having a 75-member upper house and 165 lower house at the centre,” he said. The UML have compromised on a ‘reformed parliamentary system’ in order to provide a timely statue, party leaders said.
 On the judiciary system, both the parties are for appointing the chief justice of the Supreme Court by the constitutional council and giving the right to appoint justices to the judicial council.
The two largest parties in the CA are said to have settled on forming a high-level committee led by the prime minister to resolve provincial and local disputes.
The committee, according to UML leaders, will incorporate the deputy prime ministers, foreign minister and federal affairs minister as members.
The two parties command a majority in the 601-member CA. UML leaders are, as
per sources, looking forward to discuss the disputed issues with the Madhes-based parties and other fringe parties including CP Mainali-led CPN-ML, Rastriya Janamorcha, Nepal Majdoor Kisan Party and CPN-Unified among others with a view to garnering a two-third majority for endorsing the new constitution through a voting process.
