Consensus or vote: Parties to meet today for decision

KATHMANDU, OCT 17 - The last-ditch effort of the three major parties to reach common understanding on whether to continue with the consensus process or go for voting to resolve disputes regarding constitution-writing went fruitless with the expiry of the second extended deadline on Thursday.
An all-party meeting scheduled for Friday will renew efforts to decide a way to resolve the disputed issued of the statute drafting process. Parties are also set to hold an informal discussion with Constituent Assembly Chairman Subas Nembang, said Baburam Bhattarai, chairman of the Political Dialogue and Constitutional Committee.
Top leaders had reached Gokarna Forest Resort after the deadline expired. Nepali Congress senior leader Sher Bahadur Deuba and General Secretary Krishna Sitaula, UML Chairman KP Sharma Oli and Madhav Kumar
Nepal and Pushpa Kamal Dahal and Bhattarai from the Maoist parties attended the discussion.
The interlocutors never got close to consensus, said Bhattarai.
Leaders from the three major parties have reiterated their earlier stances on the disputed issues of the new constitution--federalism, forms of government, judiciary and electoral system.
An informed source said that the parties have agreed to present the report of the PDCC to the full CA without questionnaire on disputed issues and request the CA Chairman to return it to the committee once again.
After the parties failed to meet the second deadline, the CA had sent the report to its committee, asking either to settle the disputes at the political level or initiate voting on prickly issues.
