OKHALDHUNGA, APR 25 -
Deputy Prime Minister and Home Minister Bam Dev Gautam on Thursday said that amnesty
cannot be given to those accused of serious human rights violation and
committing serious crimes during the Maoist insurgency.
“Protests have been seen against the bills for panels to probe
disappearances and the Truth and Reconciliation Commission. Amnesty
cannot be given to persons implicated in serious crimes and human rights
violations during the conflict,” the minister said at a function in
Okhaldhunga district.
Gautam added that the to-be-formed commission will investigate all
war-time incidents and victims will be given a chance to decide whether
the perpetrator should get amnesty .
Stating that the government is doing homework to draft a new constitution within a year, he urged all not to lose hope.
