The Constitution Assembly on Friday extended the deadline given to
Constitutional Political Dialogue and Consensus Committee (PDCC) by a
week (until October 16) to resolve the contentious issues of
constitution drafting. This is the third time CA has extended the term
of PDCC.
Prior to this, PDCC had failed to forge consensus on the key issues of
contention like federalism, forms of governance, judiciary and electoral
system. PDCC Chairman Baburam Bhattarai on October 8 submitted its
30-point report containing the issues on which consensus were forged and
other issues of disputes to CA.
The CA meeting held on Friday, after holding discussions on the report
submitted by PDCC, decided to extend its deadline for consensus on
disputed issues. CA Chairman Subash Nembang announced the extension of
time after lawmakers finished their speech.
The CA has directed PDCC to either forge consensus or to submit questionnaire in case consensus could not be forged.
PDCC have already missed three deadlines: September 6, September 30 and October 7--given by CA to reach consensus.
As several rounds of cross-party parleys failed to forge consensus on
contentious issues, ruling parties demanded to initiate the voting
process to settle issues.
