KATHMANDU, MAY 07 -
The government is working in war footing to present budget a month before the beginning of the new fiscal year.
The Finance Ministry has intensified discussions with other line
ministries to finalise the budget. “The discussions will conclude by May
21. We will then start writing budget documents,” said Baikuntha Aryal,
chief of budget division at the Finance Ministry. The government has
sought to introduce the early budget aimed at addressing the issue of
the low capital expenditure which has been pegging the economic growth
prospect. The government has already concluded discussion with the
National Planning Commission (NPC) on the budget. The commission expects
to approve the programme within the July end upon the budget
presentation, which would provide almost a year for budget
implementation.
Minister for Information and Communications Minendra Rijal said on
Tuesday that the government was preparing to introduce the new budget
along with new policies and programmes within mid-June.
“We have wasted 10 years in the civil conflict. Another eight years
have passed since the signing of the peace accord in 2006, with almost
no development works,” said Rijal, who is also the spokesperson for the
government. “The new budget will be focused on peace, prosperity and
generating employment.”
The new budget will focus on healthcare, education, energy, constructing Kathmandu
—Tarai Fast Track and extension of rail network, Rijal said, adding
that the government will soon be filling the vacant posts in the NPC.
“Prosperity and employment generation are two key areas of focus.”
He also informed that his ministry was introducing two separate
policies on information and communications and information and
broadcasting.
